Mickey Biggs served in the United States Navy from 1977 to 1981 as an Operation Specialist 2nd Class. He Served aboard the USS Constellation CV-64 and the USS Barb SSN-596. He Received the Navy Expeditionary Medal 1st Award (Mar79-Apr79); Navy Expeditionary Medal 2nd Award (Apr80-Aug80); Meritorious Unit Commendation (Mar79-Apr79); Sea Service (3rd Award); Good Conduct Award as well as completed two deployments to the Western Pacific and Indian Ocean.

After leaving the Navy, Mickey became certified as a law enforcement officer in the state of North Carolina in 1982. Mickey received his Advance Law Enforcement Certification from the North Carolina Criminal Justice Training and Standards Commission on June 2, 1995. He obtained a Bachelor’s Degree in Criminal Justice from the University of North Carolina at Pembroke in 1999. Additionally, he completed his Masters in Public Administration (MPA) with a concentration in Criminal Justice, also from the University of North Carolina at Pembroke, in 2004.
